Flow Ventures, a Palestinian investment and financial services platform, has announced the launch of Flow Angels, a structured angel investment network aimed at addressing the critical early-stage financing gap for Palestinian-founded startups. The new initiative is set to activate up to $2 million in angel capital for deployment in 2026.
Flow Angels will bring together experienced investors within a professional framework that combines the agility of angel investing with the disciplined structure of venture capital. The network will operate through deal-by-deal syndicate investments, focusing on supporting high-potential startups at the Pre-Seed and Seed stages.
A Structured Approach to Angel Investing
Flow Angels is launching with a committed founding cohort of angel investors who will form the core of the network and anchor the initial capital. This group brings a wealth of collective experience in entrepreneurship, investment, and regional market dynamics. The network plans to selectively expand its investor base to ensure alignment and long-term value creation.
Investments will be made through angel syndicates rather than a traditional pooled fund, allowing each opportunity to be evaluated independently against Flow Angels’ specific investment criteria. This model is built upon Flow Accelerator’s deep experience in venture development, utilizing a validated venture-building engine for deal flow sourcing, structured evaluation, and due diligence.
Mobilizing Capital to Bridge the Funding Gap
The initiative directly targets a persistent challenge for founders in the ecosystem. By creating a formal mechanism for early-stage investment, Flow Angels aims to connect promising ventures with the smart capital they need to grow.

Flow Angels is inviting Palestinian founders and co-founders globally to apply for investment and strategic support. The network is particularly interested in Pre-Seed and Seed-stage ventures with strong teams, a validated problem-solution fit, and the potential for regional or global scale.
The launch of Flow Angels is part of a broader effort by Flow to strengthen access to finance for Palestinian entrepreneurs, supported by a strategic collaboration with the Netherlands Enterprise Agency (RVO).
