Abu Dhabi has announced a landmark initiative to deploy a no-code “AI-in-a-box” platform for all government employees, a key move in its ambition to become the world’s first AI-native government by 2027. The announcement was made at GITEX Global 2025 by the Abu Dhabi Government, led by the Department of Government Enablement – Abu Dhabi (DGE), and was accompanied by major partnerships in clean energy, education, and digital infrastructure.
Democratizing AI Across Government
The “AI-in-a-box” platform, developed in partnership with UnifyApps, is designed to democratize artificial intelligence by allowing public servants to build and deploy AI applications without any coding expertise. The platform, which will be fully integrated with existing government systems, is scheduled for a full rollout across all government entities by the second quarter of 2026.
“We’re democratising AI across government,” stated Ahmed Tamim Hisham Al Kuttab, Chairman of DGE. “Every employee will soon have the tools to build intelligent solutions for their communities. Combined with our clean energy partnerships, we’re proving that sustainable innovation and digital transformation go hand in hand.”
Powering Transformation with Sustainable Energy
Supporting the emirate’s Net Zero 2050 goals, the Department of Energy (DOE) unveiled three strategic collaborations to build a sustainable foundation for its AI transformation. A partnership with Google Cloud will use AI and machine learning to optimize the integration of renewable energy into the power grid. SPACE42 will contribute advanced satellite imagery and geospatial AI to improve sustainable development and infrastructure monitoring, while the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) will develop AI models to enhance energy policy and operational efficiency.
Building an AI-Fluent Workforce
To ensure the public sector is prepared for this technological shift, the DGE has also established new AI-skills partnerships with AWS and Oracle. These collaborations will introduce specialized training programs in cybersecurity and data management, which will be integrated into the Tomouh 2.0 leadership development platform.
Expanding Digital Public Services
The emirate’s TAMM super-app also saw significant expansion, adding two new service categories to its existing offering of over 1,100 integrated public and private services. A new integration with the Abu Dhabi Securities Exchange (ADX) enables users to manage their investment portfolios directly within the app, while a partnership with Emirates Driving Company (EDC) introduces driver-training and licensing services to the platform.
