Presight, the Abu Dhabi-based AI and big data analytics company, has signed Memoranda of Understanding (MoUs) with the governments of Burkina Faso, Côte d’Ivoire, and Gabon. These agreements are set to support each country’s national digital transformation agenda by deploying advanced AI-powered systems for public services.

Forging Digital Hubs in West Africa
In Côte d’Ivoire, Presight is solidifying its partnership with the government through two separate MoUs—one with the Ministry of Digital Transition and Digitisation and another with the Ministry of State, Public Services and Modernisation of the Administration. The goal is to develop digital platforms that improve how government institutions manage data, coordinate between agencies, and increase public administration efficiency, aligning with the country’s ambition to become a regional center for digital innovation.
Anne Désirée Ouloto, Minister of State for Public Services in Côte d’Ivoire, described the collaboration as a “critical turning point” for the country’s public administration. “With this alliance, Côte d’Ivoire is poised to become the leading hub for AI and tech innovation across West Africa,” she said. “Together, we are building a modern, data-driven, and citizen-centric administration.”
Similarly, Presight has partnered with Burkina Faso’s Ministry of Digital Transition, Posts and Electronic Communications. This initiative will explore using AI-enabled systems to improve public service delivery, boost financial transparency, and build a national cybersecurity framework. The partnership also includes plans for an “AI Expert Factory” to train local engineers and the “Ouaga Granit Valley Centre” to accelerate the country’s AI startup ecosystem.

A Strategy for Pan-African Digital Modernisation
The new agreements are part of a broader strategy for Presight, which also renewed an existing MoU with Gabon’s Ministry of Digital Economy and Innovation in February 2026 to continue modernizing its public services with AI.
“Across Africa, governments are increasingly exploring how artificial intelligence can support economic development, strengthen institutions, and modernise public services,” said Dr Adel Alsharji, Chief Operating Officer of Presight. “Our partnerships with these governments across Africa reflect a shared ambition to build national digital platforms that operate at scale, strengthen institutional capability, and enable faster, more informed decision-making across government systems.”
These moves build on Presight’s expanding operations across Africa, where it has active partnerships and pilot projects in markets including Angola, the Republic of Congo, Gambia, Mauritius, Seychelles, Tanzania, Zambia, and Uganda.
The expansion aligns with growing investment in Africa’s AI sector, highlighted by a recent $10 billion initiative from the African Development Bank Group and the UNDP. It also follows the UAE’s own $1 billion “AI for Development” initiative, announced in 2025 to fund artificial intelligence projects across the continent.
