The Kingdom of Morocco has officially launched AI Made in Morocco, a comprehensive national artificial intelligence strategy designed to position the country as a regional leader in AI development and adoption. Announced by Amal El Fallah-Seghrouchni, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, the initiative sets ambitious goals, targeting a 100 billion dirham ($10 billion) contribution to GDP, the creation of 50,000 AI-related jobs, and the training of 200,000 graduates in AI skills by 2030.
The strategy moves beyond simple technology adoption, framing AI as a core pillar of national sovereignty, economic competitiveness, and inclusive development. It aims to transform Morocco from a consumer into a producer of AI technologies, embedding AI into public services, key industries, and regional development across the nation’s 12 regions.
A Three-Pillar Approach To National AI
The AI Made in Morocco strategy is built upon three foundational pillars designed to create a holistic and robust AI ecosystem.
The first pillar, Sovereignty and Trust, focuses on establishing strong governance, regulation, and infrastructure to ensure regulatory autonomy and data security.
The second, Innovation and Competitiveness, centers on developing human capital through training, fostering advanced research, and driving industrial development in the AI sector.
The third pillar, Impact, Adoption, and Influence, concentrates on the practical deployment of AI solutions, measuring tangible outcomes, and strengthening Morocco’s international standing in the global AI landscape.
Building A National AI Infrastructure
A central component of the strategy is the Al Jazari Institute network, a distributed system of Centres of Excellence designed to build sustainable national AI capacity. The network, coordinated by the Jazari Route Racine hub in Rabat, will eventually span all 12 of Morocco’s regions, aligning AI specialisation with regional academic strengths and economic priorities.
These institutes will focus on four primary functions: training and skills development, applied research and co-innovation, providing shared digital platforms and data infrastructure, and incubating and accelerating AI-driven solutions.
Supporting this network are several key national assets, including a National Data Factory to govern public-sector data, a National Software Forge to pool government-developed algorithms, and significant sovereign cloud infrastructure, including an existing 50 MW facility and a planned 500 MW renewable-powered data centre.
Fostering Endogenous Innovation And Global Partnerships
To drive local innovation, the strategy includes dedicated funding mechanisms for startups, deeptech ventures, and scale-ups. A key focus is the development of sovereign national language models that address under-represented Moroccan and regional languages, ensuring cultural and linguistic inclusivity.
On the international stage, Morocco has already established a joint AI research and development laboratory through a memorandum of understanding with the prominent French generative AI company, Mistral AI. This partnership aims to foster long-term cooperation through joint R&D projects and technical exchanges, blending local talent with global expertise.
