Chinese technology giant Alibaba Cloud has announced the launch of its second data center in Dubai, marking a significant expansion of its cloud computing services in the region nine years after its first facility was established. The move is part of Alibaba’s broader strategy to invest 380 billion yuan ($53 billion) over three years to meet the growing global demand for cloud and AI infrastructure.

The expansion comes as the UAE intensifies its efforts to become a global leader in artificial intelligence. The nation has been investing billions into its AI ecosystem, including a landmark deal to build the largest AI campus outside of the United States. Eric Wan, Vice President of Alibaba Cloud International, highlighted the region’s strategic importance, stating, “The Middle East’s advantageous position in fast-tracking AI adoption and its collaborative ecosystem are crucial enablers for private and public sector companies to thrive.”
Navigating Geopolitical Tech Dynamics
Alibaba’s investment unfolds against a backdrop of complex geopolitical relations between the US and China. The UAE, a key US ally and China’s largest trading partner, is balancing its strategic interests. Reports have indicated that major tech deals in the region, including the AI campus initiative, face scrutiny due to US security concerns over Beijing’s potential access to advanced semiconductor technology through third parties.
Local Partnerships and Ecosystem Integration
To solidify its regional presence, Alibaba Cloud is actively forging local partnerships. During the GITEX Global exhibition in Dubai, the company announced collaborations with several entities, including the Abu Dhabi-backed digital lender Wio Bank. These partnerships aim to leverage Alibaba’s local infrastructure to help regional companies accelerate their deployment of AI technologies and other digital solutions.
