The Egyptian government has launched a significant initiative to bolster its startup ecosystem, unveiling the Unified Government Guide for Services and Licenses. This new platform is designed to streamline access for startups to more than 170 services and licenses offered by 35 different government agencies.

The announcement was made by Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, and head of the Ministerial Group for Entrepreneurship. The launch also includes a dedicated website for the Ministerial Group, creating a unified communication channel with the country’s entrepreneurial community.

A Landmark Government-Ecosystem Collaboration

This initiative is a core component of the newly developed “Startup Charter,” which Dr. Al-Mashat described as the first collaboration of its kind between the government and the local startup ecosystem. The charter aims to implement a series of structural policies and procedures to stimulate the sector and overcome challenges hindering startup growth.

“The ‘Startup Charter’ represents a clear vision for the future of the entrepreneurship ecosystem in Egypt,” stated Dr. Al-Mashat. She emphasized that the measures reflect a comprehensive government effort, coordinated closely with the startup community to ensure policies are responsive to the sector’s needs.

The Startup Charter Roadmap

The charter serves as an executive roadmap, outlining over 80 specific actions designed to build trust between the government and startups, coordinate efforts among relevant authorities, and provide policy clarity for investors.

These actions are part of a broader government strategy under the National Program for Structural Reforms. Dr. Al-Mashat highlighted the valuable contributions from working group members, which ensured the charter accurately reflects the aspirations of the startup sector and establishes a successful model for public-private integration.

Streamlining Bureaucracy for Growth

The Unified Government Guide is a practical tool born from this charter, aiming to centralize and simplify the often complex process of navigating government bureaucracy for founders. By consolidating 170 services from 35 entities into a single guide, the government seeks to create a more sustainable and efficient environment for businesses to launch and scale.

This effort is complemented by the new Ministerial Group website, which will act as a central hub for information, updates, and direct engagement between policymakers and entrepreneurs.
