Egypt’s Financial Regulatory Authority (FRA) has granted digital identity startup Lumin Soft preliminary approval to join its FinTech Regulatory Sandbox. The decision marks a critical step in opening the local non-banking financial sector to foreign investors through secure, remote digital onboarding.

Unlocking Foreign Investment Through NFC Technology
Lumin Soft utilizes Near Field Communication (NFC) technology to read and authenticate e-passport data, allowing non-Egyptians to verify their identities remotely. The system operates in strict compliance with the International Civil Aviation Organization (ICAO) Public Key Directory standards, ensuring data security and reliability throughout the verification process.
Islam Azzam, Chairperson of the FRA, emphasized that deploying these digital mechanisms removes friction for foreign investors looking to enter the Egyptian market.
By simplifying the identification and verification processes through secure mobile channels, the regulator aims to increase foreign capital flows into local non-banking financial services.
Azzam further noted that upgrading the technological infrastructure of the financial sector is a core component of the state’s strategy to position Egypt as a highly competitive regional fintech hub.
Live Testing and Market Integration
The FRA’s regulatory sandbox provides a controlled, supervised environment for companies to test complex business models prior to a full market rollout.
Operating within this framework, Lumin Soft will conduct live testing of its digital identity infrastructure. The startup is set to integrate its e-passport verification system directly with the Azimut Investments Egypt platform.
This integration will allow foreign investors to access specific financial products within a regulated supervisory environment, testing the system’s viability under real market conditions.
Ahmed Khalifa, Executive Director of the FRA’s regulatory sandbox, highlighted the project as a practical application of digital transformation in financial services.
He confirmed that the initiative will directly enable non-Egyptians to access diverse asset classes, ultimately boosting the efficiency and competitiveness of the broader non-banking financial sector.
