GIZ Algeria has launched a call for proposals to select a consortium to establish the first Agribusiness Digital Innovation Hub (A-DIH) in Biskra. Call for Proposals Overview
This call aims to select a local partnership (consortium) that will be supported in the creation and operationalization of the A-DIH in Biskra. The hub’s mission is to support micro-enterprises, SMEs, and startups in the agri-food sector to leverage digital transformation through a tailored service offering. The selection process involves multiple phases, starting with an expression of interest, followed by an in-person bootcamp to facilitate consortium building, and culminating in a final proposal submission.

Eligibility Criteria
- The call is open to innovation actors active in the Wilaya of Biskra (e.g., incubators, accelerators, universities, research centers, professional organizations, digital service providers).
- Organizations must be legally registered for at least two years and have a team of at least two active members.
- Organizations from surrounding southern wilayas can participate, provided they partner with a lead organization based in Biskra.
Selection Process & Key Dates
- Phase 1 (Expression of Interest): Interested organizations must submit an Expression of Interest (EoI) form by October 30, 2025. A consortium is not required for this initial phase.
- Phase 2 (Bootcamp): Up to 30 representatives from selected organizations will be invited to a 3-day bootcamp in Biskra (November 11-13, 2025) to facilitate networking and consortium building.
- Phase 3 (Final Proposal): Formed consortiums will submit their final proposals between November 14 and November 27, 2025.
- Phase 4 (Final Selection): The winning consortium will be announced by December 15, 2025.

The first step is to submit a completed Expression of Interest form. The form must be sent to giz-algerie@giz.de with the subject line “[Appel à manifestation d’intérêt – Sélection d’un consortium pour l’A-DIH à Biskra]” by 3:00 PM on October 30, 2025.
