The selected consultant will play a crucial role in shaping a more circular and sustainable economy across seven countries in the MENA region.

Program Overview and Mission
The Green Forward programme aims to foster a green and circular economy by enhancing the capacity of business support organisations (BSOs) to act as key ecosystem enablers. This consultancy is a core part of the programme’s “meso-level” intervention, which is led by SPARK. The goal is to bridge the gap between policy and practice, fostering job creation and aligning the region with the principles of the European Green Deal.
The Consultant’s Role and Key Deliverables
This is a chance to shape a greener future for the region. The selected consultant or firm will be responsible for a wide range of high-impact deliverables, including:
- Developing 7 country-specific roadmaps for building active green business networks.
- Creating a “green economy best practices book” for the region.
- Designing a Green BSO Capacity Diagnostic Tool to identify strengths and needs.
- Developing a tailored toolbox for BSOs to help them integrate sustainability and circular economy approaches into their services for startups.
- Designing content for the “Green Forward Talks” webinar series.
Who Should Apply?
The programme is seeking a consultant or firm based in one of the seven programme countries, capable of mobilizing a qualified, multidisciplinary team. Key requirements include:
- A Team Leader with a Master’s degree and 10+ years of relevant experience.
- Thematic Experts in green and circular economy, ESG, and environmental policy.
- Proven experience working on EU-funded or similar international development programmes in the MENA region.
- Fluency in English is required; working knowledge of Arabic and/or French is a strong asset.
