Morocco has solidified its position as a regional hub for innovation, claiming the top spot across Africa and the Arab world in the 2026 International Intellectual Property (IP) Index. Released annually by the US Chamber of Commerce’s Global Innovation Policy Center, the report places the North African nation 22nd globally, validating the country’s extensive legal reforms and enforcement mechanisms. Driving this national effort is the Moroccan Office of Industrial and Commercial Property (OMPIC), which has actively aligned the local regulatory environment with international standards.

Outperforming Regional Economies in IP Protection
The 2026 International IP Index evaluates the regulatory frameworks of 55 economies, focusing on patent protection, copyright laws, trademark systems, and participation in international treaties. Morocco secured a global score of 59.19, maintaining its status as the highest-ranked country in Africa and the Arab region.
Within the wider Middle East and North Africa (MENA) region, Morocco ranks second overall, trailing only Israel, which scored 69.11 points.
The assessment places Morocco well ahead of major African tech and economic hubs. The nation outpaced several key regional players evaluated in the index, including South Africa, Kenya, Nigeria, Ghana, Egypt, and Algeria. According to the US Chamber of Commerce, Morocco possesses one of the most developed IP frameworks among middle-income economies globally.
Advancing Global Patent Integration and Trade Agreements
Morocco’s high placement is directly linked to recent structural upgrades in its commercial laws. OMPIC noted that the favorable ranking reflects sustained national efforts to upgrade legal and institutional frameworks governing intellectual property.
A major factor in this global recognition is Morocco’s integration into major international treaties, including the Singapore Treaty on the Law of Marks and the Geneva Act on Industrial Designs.
To accelerate innovation, OMPIC has implemented a patent certification system in direct partnership with the European Patent Office. The organization has also established Fast Track Patent Examination (PPH) programs alongside multiple international IP offices. These initiatives allow for rapid processing of Moroccan patent applications based on examination results from established partner offices abroad.
The report notes that international trade agreements negotiated by Morocco have further standardized the domestic environment for intellectual and industrial property. This alignment has resulted in a steady increase in national trademark registrations, industrial designs, and patents, directly supporting economic competitiveness.
