Morocco has been recognized as a leading force in Africa’s technology landscape, ranking third on the continent for its digital entrepreneurship ecosystem. According to the 2025 Digital Entrepreneurship Ecosystem Index released by the Vienna Institute for Global Studies, the Kingdom’s rapidly advancing digital transformation has positioned it as a key hub for innovation.
The new index places Morocco just behind South Africa and Mauritius, highlighting the significant progress the national economy has made in recent years.
A Strong Continental and Global Position
Globally, Morocco ranked 83rd out of 170 countries, placing it ahead of several major African economies, including Tunisia, Egypt, and Cape Verde. This achievement reinforces the country’s growing reputation as a premier destination for innovative technology ventures.
Experts note that Morocco’s rate of progress is among the fastest on the continent, signaling its potential to become a central regional hub for digital entrepreneurship across Africa and the Mediterranean.
Pillars of a Thriving Digital Ecosystem
The report attributes Morocco’s success to a series of strategic structural reforms. These include modernizing the legal framework for information and communication technologies, strengthening cybersecurity protocols, and making substantial investments in developing digital talent.
Furthermore, a strong support system for incubators and startups, combined with a stable institutional environment and an integrated national digital strategy, has been instrumental. This strategy leverages digitization to enhance economic competitiveness and attract foreign investment, aligning with the country’s New Development Model which places the digital economy at the core of its structural transformation.
The Index Methodology
The 2025 Digital Entrepreneurship Ecosystem Index evaluates countries based on four key pillars: digital infrastructure, digital citizenship, multi-sided digital platforms, and tech entrepreneurship. The assessment is built on over fifty indicators, including the quality of the digital regulatory framework, the prevalence of secure internet access, the level of digital skills, and the ease of access to funding and investment opportunities.
This year’s edition utilizes data from 2022 and compares it against benchmarks from 2017, providing a detailed perspective on the digital transformation trajectory of each nation.
