Morocco’s Ministry of Digital Transition and Administrative Reform has signed a strategic partnership agreement with the National Commission for the Protection of Personal Data (CNDP) to build a national platform for responsible artificial intelligence. The collaboration will also establish a framework for a Large Language Model (LLM) specifically adapted to the nation’s unique context.
Building a Sovereign and Ethical AI Framework
The agreement, formalized by Minister Delegate Amal El Fallah Seghrouchni and CNDP President Omar Seghrouchni, places a strong emphasis on digital sovereignty. The core objective is to create AI systems that are fully aligned with Morocco’s linguistic and cultural identity, operate within its national legal framework, and are supported by its sovereign digital infrastructure. This ensures that the development and deployment of AI in the country adhere to local values and regulations.
AI Tools for Public and Private Sectors
According to the ministry, this initiative is set to deliver secure, high-performing, and ethically responsible generative and conversational AI tools. These advanced technologies are intended for widespread use by Moroccan citizens, private sector businesses, and various government agencies. The platform will serve as a foundational element for the country’s digital ecosystem, enabling innovation across all sectors.
Positioning Morocco as a Digital Leader
This move highlights Morocco’s ambition to build a robust, ethical, and sovereign AI ecosystem. By taking proactive steps to develop its own AI infrastructure and language models, the country is working to strengthen its position as a key regional and international leader in responsible digital innovation.
