The Sultanate of Oman has launched a new long-term cultural visa, allowing foreign artists, researchers, and creatives to reside in the country for up to ten years. This significant policy update, managed at the request of entities like the Ministry of Culture, Sports and Youth, is designed to attract international talent and bolster the nation’s creative and knowledge-based economy.
The new visa framework aims to streamline the entry and residence of professionals participating in cultural activities, strengthening Oman’s position as a regional hub for arts and intellectual exchange.
Visa Categories and Costs
The cultural visa offers flexible long-term options to suit various needs. The visa can be issued for one, five, or ten years, with a consistent fee structure of OMR 50 ($130) per year.
A key provision is that the visa must be utilised within three months of its issuance, after which it will be considered invalid. The program also includes a cultural joining visa, allowing the main applicant’s spouse or first-degree relatives to accompany them.
Who Can Apply
The visa is specifically targeted at foreigners entering Oman for cultural purposes. This includes individuals engaged in a wide range of activities, such as:
- Temporary residence for artistic training or cultural exchange programs.
- Academic or research collaborations in culture, arts, and heritage.
- Participation in literary conferences, intellectual festivals, and exhibitions.
- Organising and attending cultural and artistic events.
A Strategic Move for Oman Vision 2040
The introduction of the cultural visa is a strategic initiative that directly supports the goals of Oman Vision 2040. By facilitating the entry of experts and creatives, the Sultanate aims to foster knowledge exchange, regulate the participation of foreigners in cultural events, and enhance cultural tourism as a key contributor to the national economy.
This policy is set to provide a clear legal framework for cultural residency, enabling Omani institutions to host international talent with greater ease and strengthening the nation’s global intellectual engagement.
