As part of its ambitious Oman Vision 2040, the Sultanate has launched the National Programme for Artificial Intelligence (AI) and Advanced Digital Technologies, a strategic initiative designed to position the nation as a regional leader in digital innovation. The program, which will run from 2024 to 2026, aims to significantly increase the digital economy’s contribution to the national GDP to 10 percent by fostering the adoption of cutting-edge technologies like Quantum AI.
A Quantum Leap for the Digital Economy
The new national program is built on several strategic pillars, including enhancing AI adoption across key economic sectors, establishing robust governance frameworks, and localizing advanced technologies. By integrating Quantum Computing (QC) as a fundamental component of its Information and Communications Technology (ICT) infrastructure, Oman is signaling a proactive approach to future-proofing its economy and preparing its workforce for the next wave of digital transformation.
This focus was recently highlighted at the Comex Summit 2025, where the Ministry of Transport, Communications and Information Technology hosted the AI & Quantum Computing Forum, bringing together leaders and innovators to discuss the future of these powerful technologies.
Building the Innovation Ecosystem
To translate its vision into reality, the program includes several key components aimed at creating a collaborative and research-driven ecosystem. A new National AI Research and Development Centre will be established to support academics and researchers exploring emerging technologies, including quantum computing.
Additionally, an AI Studio will be created to serve as a hub for IT specialists and organizations to collaborate on developing innovative technological solutions. These initiatives are complemented by specific programs designed to boost awareness, research, and implementation in the field of quantum computing.
The Power of Quantum AI
Quantum AI, also known as Quantum Machine Learning (QML), combines artificial intelligence algorithms with the principles of quantum computing—such as superposition and entanglement—to process complex data at speeds unattainable by classical computers. This technology has the potential to solve intractable problems across various industries. Key applications include developing unbreakable cybersecurity protocols, revolutionizing portfolio management through complex optimization, and advancing generative modeling for AI systems like ChatGPT.
