Palestine’s Green ScaleLab Enhances Regulatory and Policy Advocacy Capabilities for BSOs

On January 5th, Green ScaleLab, a key component of the Green Forward Programme, successfully delivered its sixth module focused on “Regulatory Frameworks and Public Policy.” This session brought together various Business Support Organizations (BSOs) to deepen their comprehension of the regulatory landscapes affecting the green economy. Implemented by Flow Accelerator in partnership with SPARK and funded by the European Union, the program continues to drive the advancement of circular economy development across the Southern Neighbourhood by equipping ecosystem enablers with critical tools and knowledge.

Facilitated by Dr. Saed Dorra, a specialist in Economics, the module provided a comprehensive deep dive into the legal and regulatory environments governing sustainable business in Palestine. The session offered participants a clear roadmap of Palestinian environmental laws, investment policies, and the specific licensing and certification pathways required for green enterprises. This local context was essential for BSOs to better guide Micro, Small, and Medium Enterprises (MSMEs) through domestic compliance hurdles.

Beyond the national scope, the training placed a significant emphasis on the European Union Green Deal framework. Dr. Dorra highlighted the growing implications of EU regulations on non-EU countries, specifically affecting Palestinian businesses looking to integrate into global value chains. The curriculum covered critical topics such as sustainability reporting requirements, value-chain due diligence, and sustainable finance. By understanding these international standards, participating BSOs are better positioned to help local MSMEs navigate the complex supply-chain and market access requirements demanded by the shifting global economy.

Structuring Effective Policy Advocacy

The module moved beyond theoretical knowledge into practical application, focusing on the strategic role BSOs play in shaping public policy. Through interactive exercises, participants engaged in stakeholder mapping to identify key actors influential in the green economy and analyzed existing regulatory gaps. The sessions drew a clear distinction between general awareness-raising and structured advocacy, outlining the necessary steps to design campaigns that yield tangible legislative changes.

Working collaboratively, the organizations identified the most pressing challenges facing the ecosystem today. These practical group exercises allowed participants to select priority themes and translate them into initial outlines for structured policy briefs. By prioritizing clarity and alignment with national priorities, the module aimed to transform BSOs from service providers into informed intermediaries capable of driving coordinated policy advocacy. This strategic shift is intended to foster a more robust and supportive ecosystem for green entrepreneurship throughout Palestine.
