Qatar’s Ministry of Municipality has announced the pilot launch of its Institutional Excellence and Knowledge Transfer System, a first-of-its-kind AI-powered platform in the region. Developed internally by the ministry’s Information Systems Department and Planning, Quality, and Innovation Department, the new system is designed to accelerate the nation’s digital transformation goals by enhancing a culture of institutional excellence among government leaders.
An AI Assistant for Government Leaders
The system functions as a sophisticated internal AI assistant for government officials and decision-makers. It connects disparate knowledge and processes, including standards, practices, and datasets from across various departments. This enables leaders to gain rapid access to results and outputs, and allows for the quick and accurate extraction of evidence and information required for performance evaluation and strategic decision-making. By streamlining access to critical data, the platform supports a more agile and informed leadership.
Fostering a Culture of Excellence
A key feature of the new platform is its integrated connectivity, which creates a unified framework for assessing excellence by linking different performance metrics and institutional practices across the ministry’s operations. Developed through collaboration with AI technology providers, the system aims to create an innovative and interactive environment that boosts employee engagement with excellence frameworks. This approach moves beyond traditional assessment methods to foster continuous participation in improvement initiatives, aligning with the evaluation process for the second edition of the Qatar Government Excellence Award.

The launch is a significant step in the Qatar government’s broader strategy to leverage AI and big data to build a smart, digital government. The Ministry of Municipality has already successfully created over 100 digital services for the public, simplifying government transactions for residents, businesses, and other entities.
This new internal system demonstrates a deepening commitment to using AI to support the core functions of government. The strategic direction for this transformation is guided by the Smart Government and Digital Excellence Steering Committee, chaired by the Prime Minister, of which the Minister of Municipality is a member.
