Qatar has launched the first phase of its “Smart Legislative Advisor” programme, a landmark national initiative that uses artificial intelligence to transform the drafting and review of laws. Developed by the Council of Ministers Secretariat General in collaboration with the Ministry of Communications and Information Technology, the programme is designed to streamline legislative processes and solidify Qatar’s position as a leader in regional digital governance.
Enhancing Legislative Excellence
This new platform represents a core component of Qatar’s digital government strategy, which received Cabinet approval in October. The initiative aims to harness advanced technology to improve the quality and efficiency of the country’s law-making framework.
“This programme reflects our commitment to digital transformation and leveraging cutting-edge technology to enhance legislative excellence,” stated Abdulaziz Mubarak al-Buainain, Assistant Secretary-General for Legislative Affairs. “It’s a strategic tool that will elevate the quality of our legislative work to match global best practices.”
A Multi-Faceted AI Toolkit
The Smart Legislative Advisor provides a suite of sophisticated tools for legal professionals. Its key capabilities include conducting precise comparative analyses against regional and international laws, automatically verifying alignment with Qatar’s constitutional principles, and performing advanced linguistic and proofreading reviews.
“The programme promotes rigorous review of legislative projects by offering accurate comparisons with similar laws across the region and globally,” said Majed Hassan al-Ghanem, Director of the Legislation Department. “This integrated methodology ensures our legislation maintains the highest standards of quality and consistency.”
A Paradigm Shift in Legislative Support
Project leaders emphasize that the tool is built to augment human expertise rather than replace it. The system functions as an interactive support mechanism, combining specialized legal analysis with AI to empower decision-makers and enhance oversight.
“This represents a paradigm shift in legislative support,” explained Sara Abdullah al-Suwaidi, Project Director. “We’ve built an interactive system that combines specialised legal analysis with advanced digital technologies, streamlining draft preparation while enhancing quality and making the legislative process more efficient.”
