Local authorities in Upper Egypt are taking action to build local talent and stabilize rural communities. Directed by Governor Major General Dr. Mustafa El-Beblawy, the Qena Governorate has rolled out the “Our Youth’s Future Matters” initiative. The campaign targets rural villages to combat social challenges like early marriage and addiction while actively promoting financial inclusion and entrepreneurship among young Egyptians.

Expanding the Innovation Culture in Upper Egypt
The initiative addresses both social stability and economic enablement across the region. Ramadan El-Sagheer, Director of the Population Unit in Qena, noted that the grassroots campaign relies on direct engagement, including “door-knocking” strategies, to reach families directly in their homes.
Beyond social interventions, the campaign carries a strong economic mandate. Local organizers are working to spread a culture of innovation and entrepreneurship, alongside supporting basic financial inclusion for young men and women. These efforts are designed to prepare the local workforce for the evolving demands of the job market and support broader sustainable development goals.
Tackling Social Challenges for Economic Growth
To build a viable local economy, the governorate is first addressing foundational community issues. The Population Unit, operating under the central direction of Dr. Fatima Al-Zahra at the Ministry of Local Development, aims to control rapid population growth and prevent school dropouts. Keeping youth in the educational system is treated as a critical investment in Egypt’s future human capital.
Local committees have mapped specific challenges across regional villages, targeting areas including Al-Kalasah in Qus, Al-Salamiya, Bahgoura, Al-Rahmaniya in Nag Hammadi, Sheikh Hussein, and Awsat Qamoula in Naqada.
An urgent intervention plan is currently active in these areas. The program operates in coordination with the Ministry of Awqaf, the Directorate of Labor, and the Fund for Drug Control and Treatment of Addiction to establish safe, stable environments where local youth can focus on education and economic participation.
