US-based firm MASNA Ventures is preparing to launch the first venture capital fund in Saudi Arabia dedicated to the defense sector, with a target of raising $100 million from American and Saudi investors. The initiative aims to catalyze the Kingdom’s strategic goal of localizing its military industry.
Founded by American entrepreneur Lucien Ziegler, the fund will focus on creating partnerships with defense technology companies in the United States and allied nations, facilitating the establishment of local manufacturing and production lines within Saudi Arabia.
A Strategic Push for Localization
The fund’s core mission aligns directly with Saudi Arabia’s Vision 2030, which seeks to reduce the country’s reliance on foreign military imports. By investing in advanced technologies and transferring them into local capabilities, the fund aims to significantly contribute to the development of the Saudi military industry and the creation of high-skilled jobs. The launch is strategically timed as Riyadh prepares to host the World Defense Show, signaling growing international interest in fostering technology transfer and industrial partnerships in the Kingdom.
Investment Focus and Deal Flow
According to Ziegler’s statements to Semafor, the initial plan involves executing approximately 10 deals. The fund will specifically target high-growth segments within the defense industry, including drone systems, counter-drone technologies, precision-guided munitions, and artificial intelligence solutions tailored for defense applications.
Tapping a Multi-Billion Dollar Market
Saudi Arabia is a global heavyweight in military expenditure, ranking fifth worldwide with an annual defense budget approaching $64 billion. Currently, about three-quarters of this budget is allocated to importing weapons and systems. The government has set an ambitious target to reduce this import dependency to 50% by 2030, creating a substantial market opportunity for local manufacturing and technology development. MASNA Ventures’ new fund is positioned to directly address this market shift by investing in companies that can build a domestic industrial base.
