Request for Proposals Overview

The selected agency will design and implement a high-impact communications strategy for the Green Forward programme, which operates at the meso-level to support business support organizations (BSOs) and green entrepreneurs. The assignment has two main components: launching an international awareness campaign to promote the green circular economy (reaching approximately 500,000 entrepreneurs) and managing the “SPARK Innovation Hub,” a digital eco-innovation platform. The goal is to connect stakeholders, disseminate success stories, and bridge the gap between policy and practice in the target countries.

Scope of Work

Agencies will be responsible for delivering the following key activities between January and November 2026:

  • Campaign Planning: Develop a comprehensive communication plan and content calendar aligned with international dates (e.g., World Environment Day).
  • Content Production: Produce high-quality success stories, including one professional photoshoot and one 2-minute video per country (7 countries total), plus animated infographic videos.
  • Digital Platform Growth: Execute a paid digital advertising strategy to acquire at least 1,500 verified registrations for the SPARK Innovation Hub.
  • Media & PR: Manage press releases, webinars, and paid social media campaigns (Meta, LinkedIn) to ensure high visibility across the MENA region and EU.

Eligibility Criteria

To be considered for this contract, agencies must demonstrate the following:

  • Regional Expertise: Proven experience in international communications and campaigning within the MENA region, preferably in development or sustainability.
  • Logistical Capacity: Ability to produce local materials (videos and photoshoots) across all seven countries of implementation (Egypt, Jordan, Tunisia, Lebanon, Libya, Morocco, Palestine).
  • Technical Skills: Strong track record in storytelling, media relations, digital advertising, and community management.
  • Language Requirements: Multilingual production capacity in English and Arabic (French is optional).
  • Legal Status: Must provide legal business registration and tax clearance certificates.
