Damascus recently hosted the Syrian-Lebanese Business Forum under the theme “Towards a Shared Digital Space.” The event, held on February 8, 2026, at the Seven Gates Hotel, brought together government officials and tech leaders to establish a roadmap for bilateral cooperation in software development, technical services, and digital transformation. Sponsored by the Syrian Ministry of Communications and Technology and initiated by the Arab Federation for Internet and Communications, the forum represents a significant step toward regional tech integration.
Strengthening Cross Border Tech Alliances
A central highlight of the forum was the signing of a Memorandum of Understanding (MoU) between the Syrian Computer Society (SCS) and the Professional Computer Association of Lebanon (PCA). Dr. Sinan Hattahat, President of the SCS, emphasized that both nations face shared challenges in economic recovery and reconstruction. The MoU is designed to facilitate the transfer of knowledge and scientific exchange, while simultaneously opening the Syrian market to Lebanese digital products and vice versa.
Building A Foundation For Digital Reconstruction
The collaboration seeks to leverage technology as a primary lever for national development rather than just a traditional service sector. Camille Moukarzel, President of the PCA, noted that the synergy between Syrian and Lebanese expertise creates a massive opportunity in software, digital infrastructure, and electronics. By moving beyond geographic proximity toward functional integration, the partnership aims to transform conceptual ideas into concrete investment projects that serve the modern digital economy.
Government Support And Investment Climate
Syrian Minister of Communications and Technology, Abdul Salam Heikal, affirmed the government’s “open-door policy” for regional and international companies. He called on regional investors to enter the Syrian telecommunications sector through partnerships with local experts. The Ministry committed to providing a transparent investment environment and streamlined procedures, stressing that the true measure of success for this forum will be the practical implementation of projects on the ground.
