The Ministry of Tourism of the Syrian Arab Republic has officially launched a national program aimed at upgrading one- and two-star hotels across the country. This government-led initiative constitutes a major component of the National Tourism Strategy 2026–2030, specifically targeting the quality and service standards pillar of the roadmap. The program is designed to enhance service quality, bolster destination competitiveness, and support the sustainable recovery of the broader tourism sector.
Strategic Recovery Through Quality Assurance
The initiative underscores the government’s commitment to improving service delivery and the overall tourism experience within the country. By focusing on budget accommodation, the Ministry aims to strengthen Syria’s position as a competitive tourism destination. H.E. Mazen Al Salhani, Minister of Tourism, emphasized that the development of the sector relies on the quality of the visitor experience rather than promotion alone.
“The strong return of both Arab and foreign visitors reflects a strategic recovery that extends far beyond economic impact.”
Al Salhani noted that while the path to reform presents challenges, there is “no room for compromise” regarding the country’s image and the comfort of the visitor journey. The program serves as a clear signal that 2026 marks a turning point in addressing substandard facilities within the budget hospitality segment.
Data-Driven Implementation and Standards
The program is grounded in a data-driven assessment of the current hotel market. One- and two-star hotels currently represent the largest share of operational accommodation capacity in Syria. These establishments serve as the primary interface for domestic visitors, regional travelers, and international tourists within the affordable travel segments.
Implementation of the program began with on-site assessment visits in October 2025, covering a representative sample of properties. These assessments focus on critical operational pillars, including:
- Hygiene and Safety: Ensuring properties meet essential health and security protocols.
- Service Quality and Management: Aligning operators with internationally recognized standards.
- Standardization: Utilizing ISO-compliant classification and quality benchmarks.
The Ministry has structured the initiative to include phased, actionable improvement plans linked to specific performance indicators, ensuring that outcomes are measurable and sustainable.
Partnership Model and Financial Enablement
Moving beyond traditional regulatory frameworks, the program is built on a partnership model that positions hotel owners as key stakeholders in the sector’s development. The initiative provides practical support mechanisms tailored to each property’s specific classification and visitor needs.
To address financial barriers, the program offers enablement solutions for establishments facing capital constraints.
- Concessional Financing: Through cooperation with the National Islamic Bank, owners can access non-mandatory, concessional financing solutions.
- Diversified Funding: The Ministry is actively working to expand financing sources by engaging additional banking and financial partners to ensure long-term inclusiveness.
This structural reform pathway aims to improve market readiness and support tourism SMEs, creating a more resilient and competitive tourism sector.
