The UAE is moving decisively toward a new era of urban air mobility as the General Civil Aviation Authority (GCAA) advances the certification process for multiple electric vertical take-off and landing (eVTOL) aircraft for both passenger and cargo services. This positions the nation at the forefront of integrating next-generation aviation technology into its urban landscape.
A Rigorous Certification Framework
The GCAA has established a comprehensive, evidence-based program for certification that includes application reviews, technical assessments, extensive flight testing, and thorough operational evaluations. Each phase is meticulously aligned with international safety and performance standards, with timelines coordinated directly with manufacturers based on their technological readiness and progress.
GCAA Director-General Saif Mohammed Al Suwaidi highlighted the UAE’s pioneering role, stating that it is among the first countries worldwide to implement a regulatory framework for Advanced Air Mobility.
“Our approach places safety and reliability at the core of every stage, ensuring innovation in aviation is achieved with the same rigour and discipline that define our oversight system,” he said, noting that the certification approach is aligned with global best practices.
Prioritizing Safety and Transparency
The authority is actively collaborating with various government entities and international certification bodies, forming dedicated technical and regulatory teams for each eVTOL program. This ensures a cohesive and safe adoption of emerging air mobility technologies.
Aqeel Al Zarouni, Assistant Director-General of Aviation Safety Affairs, emphasized that the process remains disciplined and transparent.
“Our focus is on enabling innovation through a robust and efficient certification pathway while ensuring that every aircraft meets all regulatory requirements,” he stated. The GCAA reiterated that all approvals are subject to detailed evaluation with safety as the non-negotiable priority.
Fostering The Future of Aviation Safety
Alongside its regulatory efforts, the GCAA is preparing to host the UAE Aviation Safety Conference 2025. The two-day event, themed “AI and the Future of Aviation Safety: Intelligent Skies, Safer Flights,” will convene government leaders, industry stakeholders, and technology experts to explore how emerging technologies are shaping the future of aviation safety and operations.
