UAE’s AI Office Partners With OpenAI to Release AI Leadership Guide

The UAE’s Artificial Intelligence, Digital Economy and Remote Work Applications Office has collaborated with US-based AI leader OpenAI to launch the AI Leadership Guide, a strategic initiative designed to equip regional leaders with the knowledge to drive digital transformation and harness artificial intelligence. The new guide, available in both Arabic and English, provides a practical framework for policymakers and institutional leaders to support responsible AI adoption in line with national strategies.

A Framework for National Transformation

The AI Leadership Guide is a key initiative from the AI Office aimed at addressing a fundamental capability gap as organisations across the UAE accelerate AI adoption at a pace faster than the global average. By providing a structured framework, the guide supports the UAE’s national AI strategies and reinforces its commitment to becoming a leading global hub for innovation and advanced technology. Saqr Binghalib, Executive Director of the AI Office, emphasised that developing leadership capabilities in AI is a national priority, stating that the UAE’s leadership believes artificial intelligence is the “language of the future.”

The guide is structured around five core principles to steer leaders through their AI transformation journey, covering the entire process from goal setting to ethical governance.

  • Align: Focuses on establishing clear, measurable goals for AI adoption that directly support both institutional and national priorities.
  • Activate: Emphasises building the necessary technical and human infrastructure by investing in training, technology, and innovation.
  • Amplify: Drives the creation of innovation hubs and knowledge communities to exchange insights, scale impact, and showcase high-value AI solutions.
  • Accelerate: Enables faster access to critical data, tools, and partnerships to fuel agile, cost-efficient, and impactful AI projects.
  • Govern: Ensures the establishment of adaptive ethical frameworks to guide responsible AI use, supported by continuous policy review and alignment with global best practices.
