In a significant move to solidify its position as a global technology hub, Dubai has announced a series of strategic initiatives aimed at accelerating the adoption of artificial intelligence across its public sector and fostering the next generation of tech unicorns. The new projects, approved by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, during a meeting of the Higher Committee for Future Technology Development and the Digital Economy, signal a coordinated and ambitious push to integrate future technologies into the emirate’s core infrastructure.
A Three-Pronged Strategic Push
The announcement includes three core components designed to create an integrated ecosystem for AI development and startup growth. These initiatives are the formation of the Dubai AI Acceleration Taskforce, the launch of an AI Infrastructure Empowerment Platform, and the approval of the Unicorn 30 Programme, developed by the Dubai Chamber of Digital Economy. This multi-faceted approach aims to streamline government AI adoption, provide essential digital infrastructure, and fast-track high-potential startups.
The Dubai AI Acceleration Taskforce
The newly formed taskforce is set to enhance collaboration among 27 government entities, ensuring that AI adoption strategies are aligned within a unified framework. Established after extensive discussions with chief AI officers from across the government, the taskforce will focus on overcoming key challenges, accelerating decision-making, and driving measurable impact across all sectors. This initiative marks a shift from fragmented, individual agency projects to a cohesive, emirate-wide strategy.
Empowering Innovation with Centralised Infrastructure
To support the taskforce’s goals, the government has also approved an AI Infrastructure Empowerment Platform. This platform will provide government bodies with a secure and fully integrated digital environment, complete with advanced infrastructure and ready-to-use smart services. By offering shared resources, the platform aims to empower agencies to develop and deploy high-quality, AI-driven solutions more rapidly and at a lower cost, fostering a culture of continuous innovation.
Cultivating Future Giants with Unicorn 30
Aimed squarely at the startup ecosystem, the Unicorn 30 Programme is designed to identify and nurture 30 emerging companies, fast-tracking them toward billion-dollar valuations. Developed with input from 80 local and international firms, the programme features 10 key initiatives that address critical areas for growth, including financing, regulation, and governance. This initiative directly supports the Dubai Economic Agenda (D33) by building a robust digital economy powered by knowledge and innovation.
A Coordinated National Strategy
These latest decisions are the culmination of a systematic build-out of Dubai’s AI capabilities. This began with the launch of the Dubai Centre for Artificial Intelligence in June 2023, followed by the Dubai Universal Blueprint for Artificial Intelligence in April 2024, and the landmark appointment of 22 Chief AI Officers across government entities in June 2024. This top-down, coordinated approach ensures that all AI initiatives are consolidated under a single strategic plan, maximising efficiency and impact.
