In a significant move to enhance the UAE’s standing as a global startup hub, The Authority of Social Contribution – Ma’an has launched Athar+, a purpose-driven hub dedicated to accelerating social impact in Abu Dhabi. This initiative aligns with the UAE government’s “The Start-up Capital of the World” campaign and aims to position the capital as a leader in social entrepreneurship.
A Purpose-Driven Hub for Social Impact
Athar+ serves as a collaborative ecosystem bringing together social enterprises, non-profits, and impact makers. Funded by community contributions, the hub is designed to empower social impact-driven organizations by providing them with the necessary tools to scale their operations and deepen their community impact. Key offerings include designated workspaces, expert mentorship, tailored programmes, and comprehensive business support services. The initiative operates under the “From the Community to the Community” label, celebrating and enabling community participation.
Building on an Established Foundation
The launch of Athar+ represents a strategic evolution of Ma’an’s efforts to cultivate a thriving social sector. It builds upon the foundation laid by the Ma’an Social Incubator (MSI), which was introduced in 2019 to support startups with business models directly addressing Abu Dhabi’s social priorities. This continuity demonstrates a long-term commitment to fostering sustainable solutions for pressing community challenges.
Gaining Momentum and Fostering Innovation
Since its launch in May 2025, Athar+ has rapidly established a community of 27 active member organizations and has supported 33 third-sector organizations. The hub has successfully rolled out three impactful programmes, delivering over 36 hours of training with 32 participating experts. At the recent Expand North Star event, part of GITEX Global, Athar+ showcased its services alongside twelve social enterprises from its platform. During the event, its Social Impact Challenge attracted over 100 applications, with eight finalists pitching for financial grants and access to Athar+’s support services.
His Excellency Salem AlShamsi, Executive Director of Social Incubation and Contracting at Ma’an, noted, “Our startup ecosystem support has been designed to drive the development of a vibrant network of social enterprises that drive impact, bring best practices to address Abu Dhabi’s social priorities.”

Established in 2019 by the Department of Community Development Abu Dhabi (DCD), The Authority of Social Contribution – Ma’an is the Abu Dhabi government’s official channel to receive and direct social contributions. It aims to unite community efforts and foster a culture of giving by transparently directing funds towards social priorities in health, education, environment, and social services. Ma’an empowers social enterprises and promotes volunteering to build a cohesive and collaborative community.
