The Dubai Chamber of Digital Economy has significantly bolstered the emirate’s tech landscape, announcing its support for the establishment and expansion of 582 digital startups within the first nine months of 2025. This achievement underscores the chamber’s dedicated efforts to solidify Dubai’s reputation as a leading global hub for digital business and innovation.
AI Dominates as International Startups Flock to Dubai
A breakdown of the supported companies reveals a strong focus on cutting-edge technology, with Artificial Intelligence accounting for a significant 21% of all startups, positioning it as the leading sector. Following AI, HealthTech, Software-as-a-Service (SaaS), and FinTech collectively represented another 17% of the total.
Highlighting Dubai’s international appeal, an impressive 70% of all startups supported during this period were international companies, demonstrating the emirate’s success in attracting global entrepreneurs and talent.
Strengthening the Digital Ecosystem
H.E. Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of Dubai Chamber of Digital Economy, commented on the progress.
“In line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, we remain committed to consolidating the emirate’s position as a central hub in the global digital economy. We are building an advanced business environment defined by agility, readiness, and innovation to keep pace with rapid technological change, while enabling digital companies to grow and expand from Dubai into global markets.”
He added, “This strengthens the emirate’s appeal as a leading destination for digital investment and tech talent, as well as a global testbed for developing and deploying new-economy solutions in line with the objectives of the Dubai Economic Agenda (D33).”
Driving Growth Through Strategic Initiatives
A key driver of this support is the chamber’s ‘Business in Dubai’ platform, which provides a comprehensive suite of institutional services in partnership with key ecosystem players. The platform proved vital, with 47% of the supported companies benefiting from establishment assistance and accelerator services, while another 32% leveraged its various business support offerings.
To further empower the ecosystem, the chamber launched four informative reports between Q1 and Q3 2025, including ‘The Entrepreneur’s AI Playbook,’ designed to help founders leverage AI tools for scaling their businesses.
The chamber’s outreach was extensive, featuring 15 local events and 16 international roadshows across 17 cities in markets like the United States, United Kingdom, Singapore, and South Korea. These missions engaged with over 2,140 digital startups, investors, and ecosystem partners to showcase Dubai’s digital economy and attract new ventures to the emirate.
