2 Min Read

The Saudi Data and Artificial Intelligence Authority (SDAIA) has introduced a new framework outlining the General Rules for the Secondary Use of Data. This initiative is designed to regulate data sharing and significantly expand the responsible use of data at the national level, marking a key step in the Kingdom’s digital transformation journey.

Regulating for Public Interest and Innovation

The new rules establish clear controls and procedures for requesting and sharing data for secondary purposes. This framework is specifically aimed at enabling activities that serve the public interest while simultaneously supporting crucial research, development, and innovation across various sectors.
By enabling the responsible reuse of existing datasets, the framework is expected to accelerate innovation, enhance the nation’s research capabilities, and provide startups and established tech firms with structured and regulated access to valuable information.

Enhancing Government Efficiency

A core objective of the framework is to foster more effective and secure data sharing among government entities. SDAIA stated that these rules are designed to enhance public-sector efficiency and strengthen data-driven decision-making within the government.
This move is anticipated to improve the quality and effectiveness of government services, creating a more streamlined and responsive public sector that leverages data as a strategic asset.

Aligning with National Vision

The new regulations are part of SDAIA’s broader mandate to develop a comprehensive national data ecosystem. This ecosystem is being built to carefully balance data accessibility with robust governance and responsible use.
This initiative directly supports the implementation of Saudi Arabia’s national strategies and targets, aligning with the country’s ambitious digital transformation and artificial intelligence goals under Vision 2030.
