OQAL, the first and largest angel investor network in Saudi Arabia, has released its 2025 impact report, revealing a year of significant activity within the Kingdom’s startup ecosystem. The network successfully deployed over SAR 7.6 million in total investments, closing 13 deals throughout the year. This milestone underscores OQAL’s ongoing role in bridging the gap between high-potential early-stage ventures and strategic private capital, further solidifying the private sector’s contribution to Saudi Vision 2030.
Robust Deal Flow and Investor Expansion
The network demonstrated high selectivity and growth in its community during 2025, evaluating a vast pipeline of opportunities. Over 1,044 startup opportunities were submitted via the OQAL website, with 108 reaching the formal evaluation committee. This rigorous vetting process resulted in 28 opportunities being presented to the broader membership, which expanded by 50 new angel investors this year. The network’s activity was bolstered by 20 investment meetings and 11 community gatherings, engaging more than 615 participants.
High-Impact Portfolio and Member-Led Co-investment
OQAL’s 2025 portfolio featured diverse startups across fintech, legaltech, and retail solutions. Notable investments included:
- Mantas: A strategic investment aimed at raising awareness of escalating digital risks.
- RAFF: A platform focused on developing the modern retail sector.
- Other Portfolio Companies: Ejari, Sav, Qanoniah, Maroya, and Bookr.
A key driver of this success was the “Direct Co-investment Led by Members” initiative, which saw 20 investment operations completed. This initiative empowers experienced angels to source and lead deals from their own portfolios, facilitating knowledge exchange and accelerating the closing of funding rounds for promising startups.
Strategic Partnerships for Ecosystem Growth
Throughout 2025, OQAL strengthened the Saudi investment landscape through five major strategic partnerships. The network collaborated with the Ministry of Investment (MISA) to facilitate business procedures and foster a more attractive investment environment. Additionally, OQAL partnered with Global 500 and Sanabil Investments to provide educational opportunities and practical tools for its investors. Other key partners included ROSHN Group to empower entrepreneurs and Almulhim Law Firm for innovative legal support.
