Endeavor Saudi Arabia, in partnership with Saudi Venture Capital (SVC), has released a comprehensive report titled “From Startup to Public Offering,” highlighting a seismic shift in the Kingdom’s entrepreneurial landscape. The data reveals that 77% of high-impact founders are now considering an Initial Public Offering (IPO) as a primary growth and liquidity strategy. This trend underscores the increasing maturity of the Saudi ecosystem and the strengthening role of capital markets in driving the next phase of Vision 2030’s economic diversification.
The Kingdom As A Regional Hub For Public Listings
Saudi Arabia has solidified its position as the most dynamic equity market in the Gulf Cooperation Council (GCC). In 2024, it became the fastest-growing stock market globally, a momentum that has carried through into 2026. Between 2023 and 2025, Saudi exchanges accounted for approximately 82% of all regional listings, totaling 106 out of 130 IPOs across the GCC. A major catalyst for this surge is the Nomu Parallel Market, which has seen its listed companies grow from just nine in 2017 to approximately 125 by late 2025, providing a vital bridge for scaleups to access public capital.
A Healthy Pipeline Tempered By Readiness Gaps
The appetite for listing is high, with 22 of the 30 high-impact founders surveyed planning to go public within the next two years. However, the report identifies a significant gap between ambition and execution. While 80% of founders report strong financial foundations—such as mature cap table management and internal controls—50% admit they are “little to not at all” prepared to meet formal listing requirements. Critical deficiencies remain in regulatory and tax structuring, enterprise risk management, and the lack of defined IPO plans.
Governance And Leadership Evolution
As founders transition from owners to stewards of public trust, the report emphasizes a need for institutionalization. Currently, more than half of surveyed companies lack independent directors, failing to meet Capital Market Authority (CMA) governance requirements. Furthermore, executive teams often lack specialized roles essential for public life, such as a Head of Investor Relations or General Counsel. The report argues that shifting from a growth-only mindset to one of public-company discipline is essential for long-term success on the Tadawul.

The upside for the Saudi venture-backed IPO pipeline is substantial. According to Endeavor’s probability distribution models, if only half of the high-growth founders currently considering an IPO successfully list, the total market capitalization from venture-backed companies in the Kingdom could quadruple. This “outsized upside” suggests that even a small number of successful tech listings could significantly deepen the local market’s liquidity and attract further international institutional investment.
