Dubai-based AVELIN AI, a platform developing sovereign artificial intelligence for regulated sectors, has closed a $3.7 million pre-seed funding round from a group of angel investors. The investment arrives as enterprises and governments across the Gulf prioritize data control and in-house AI capabilities amidst tightening global regulations.

Tapping into the Sovereign AI Demand
The funding will fuel AVELIN’s expansion across the Middle East, Europe, and North America, while also scaling its GPU infrastructure and refining its proprietary Cross-Model Fusion technology. The company’s timing aligns with a significant shift in the region, where sovereign AI has become a strategic necessity for governments and corporations wanting to deploy AI without compromising security or data ownership.

Founder’s Pedigree and Expansion Plans
AVELIN is founded by Yury Akinin, a PhD-trained AI entrepreneur with a track record of building and scaling tech companies. Prior to AVELIN, Akinin co-founded Quantori, a life sciences AI company that reached a valuation of over $100 million before he made a successful exit.
With the new capital, AVELIN plans to convert its existing commercial agreements into signed contracts and grow its presence in the Gulf before expanding into Western markets later this year. The company is specifically targeting clients in high-stakes sectors such as financial services, healthcare, government, and critical infrastructure.
The startup is supported by a strong network of technology partners, including NVIDIA Inception, AWS Activate, and the Dubai Future Foundation, along with programs with Red Hat, DigitalOcean, and OVHcloud.
