Morocco Establishes Four Jazari Institutes to Advance AI and Smart Cities

Morocco has established four public-interest institutes focused on artificial intelligence, education, industrial modernization and smart-city development, following the publication of decisions approving their constitutive agreements in the Official Gazette.

The institutions are the Jazari Nucleus Institute, Jazari Institute for Education and Technological Innovation, Jazari Industry X.0 Institute and Jazari Smart City Institute. The Ministry of Digital Transition and Administration Reform said they will help turn the country’s AI and digital transformation priorities into practical applications.

The Jazari Nucleus Institute will focus on AI training, research, technology development and innovation, with work spanning data centers, high-performance computing, digital storage and sovereign AI. It will also support national skills development and the modernization of public administration.

The education institute will develop data- and AI-based tools, support future skills and strengthen teachers’ capabilities. The Industry X.0 institute will focus on digitalization, AI and Industry 4.0 technologies, while helping connect research with industrial applications and improve the competitiveness of Moroccan-made products.

The Jazari Smart City Institute will develop and test solutions for public-service digitalization, resource management, data-driven urban planning and urban data sovereignty.

The initiative was led by the ministry in partnership with government departments, public institutions, universities and economic stakeholders. The institutes were first presented in January 2026 under Morocco’s Maroc IA 2030 strategy.
