Egypt is exploring an integrated hyperscale data centre and artificial intelligence zone with Heka Data and a US alliance of data centre developers, as the government looks to expand cloud infrastructure and attract technology investment.
The proposal was discussed on September 3 during a meeting between Communications and Information Technology Minister Raafat Hindi and a delegation led by Heka Data Chairman Ahmed el-Hefny. Talks covered the project’s potential scale, implementation phases, investment requirements, infrastructure and regulatory needs.
The planned zone would target cloud computing, AI workloads and digital services for Egypt, regional markets and international customers. The government also linked the proposal to job creation, technology transfer and the localisation of digital infrastructure.
Officials highlighted Egypt’s fibre-optic infrastructure, submarine cable connections and growing ICT workforce as potential advantages for large-scale data centre development. The meeting also examined the reliable and efficient energy supply required to operate hyperscale and AI-focused facilities.
Representatives from Egypt’s telecommunications regulator, ITIDA and Telecom Egypt also took part in the discussions. The parties are now advancing studies and related procedures.
No final investment value, site, capacity, construction schedule or development agreement has been announced. The project remains at an exploratory stage.
