Dubai Technology Entrepreneur Campus (Dtec), an integrated ecosystem under the Dubai Integrated Economic Zones Authority (DIEZ), has announced a strategic partnership with global software development company JetBrains. The collaboration is designed to provide UAE-based startups with advanced AI tools and software solutions, reinforcing Dubai’s position as a global hub for digital innovation and entrepreneurship.

Unlocking Developer Tools for Dtec’s Portfolio
Through this agreement, startups within the Dtec ecosystem can join the JetBrains Incubator & Accelerator Partners Program. This gives them access to professional development environments and advanced AI tools, starting with a free six-month subscription. Following the initial period, startups will receive a 50% discount for up to five years.
The partnership also includes specialized workshops and training sessions aimed at enhancing the skills of developers and founders. These initiatives will focus on best practices in software and AI application development, helping to speed up product timelines, improve software quality, and boost team efficiency.
Fueling Dubai’s D33 Economic Agenda
The collaboration directly supports the objectives of the Dubai Economic Agenda (D33), which aims to build an innovation-driven digital economy.
Hans Henrik Christensen, Senior Vice President of Dtec, stated that the partnership reflects the center’s commitment to giving startups access to the latest global tools and expertise. He emphasized that this will “accelerate their growth and support the objectives of the Dubai Economic Agenda D33 to build an innovation-based digital economy.”

JetBrains executives highlighted their focus on supporting the region’s startup ecosystem.
“This collaboration reflects our company’s commitment to supporting the region’s startup ecosystem and enabling them to develop innovative AI-powered software,” said Anastasia Zemskova, Vice President of Strategy at JetBrains.
Nadia Rinsky, Head of Business Development for the Middle East and North Africa at JetBrains, added that the partnership helps build local capabilities. She noted it will facilitate “knowledge transfer, mentorship, and providing the latest technological tools, which supports the growth of Emirati companies and their ability to compete globally.”
