Egypt Launches National Artificial Intelligence Strategy And Open Data Policy For 2025-2030

The Egyptian government has officially signaled a new era for its digital economy with the adoption of a comprehensive roadmap for emerging technologies. Announced by Raafat Hindi, the Minister of Communications and Information Technology, through the Ministry of Communications and Information Technology, the National Artificial Intelligence Strategy for 2025–2030 aims to cement the country’s position as a regional hub for innovation. This executive plan is underpinned by 56 specific performance indicators designed to monitor and evaluate the integration of AI across vital economic sectors over the next five years.

Activation Of National Open Data Policy

A central component of the new strategy is the formal activation of an open data policy, a move specifically designed to empower the local startup ecosystem. The National Council for Artificial Intelligence (NCAI) has established a dedicated committee to oversee and improve data accessibility. By providing entrepreneurs, researchers, and developers with streamlined access to high-quality datasets, the government aims to provide the necessary “raw material” for the creation of sophisticated AI-driven applications and localized smart solutions.

Governance And Digital Safety Frameworks

As part of the rollout, Egypt is prioritizing the ethical and secure deployment of advanced technologies. The NCAI has approved a governance work plan for 2026 that introduces stringent guidelines for the safe use of AI, with a particular focus on protecting children. These frameworks are intended to ensure that as AI becomes more pervasive in Egyptian society, its adoption remains responsible and aligned with international safety standards.

Regional Leadership And Global Integration

Egypt is also expanding its influence beyond its borders by positioning itself as a center for digital capacity building. In collaboration with UNESCO, the government has launched a program to train public officials from various Arab and African nations on AI governance and implementation. Furthermore, the country has formally requested observer status on the Steering Committee for New and Emerging Digital Technologies (CDNET), indicating a strategic intent to participate in the development of global technology standards.
