In a major push to align its educational output with the demands of the digital economy, Egypt’s Ministry of Education and Technical Education has launched the “One Million International Licenses” initiative. The program, announced during a ceremony attended by Prime Minister Dr. Mostafa Madbouly, aims to equip students with future-ready skills, directly addressing the talent needs of the country’s growing tech and startup sectors.

A Strategic Shift to a Skills-Based Economy
Minister of Education Mohamed Abdel Latif emphasized that the rapid advancements in technology, AI, and the digital economy place new responsibilities on the education system. He stated that the ministry’s vision has shifted from simple knowledge transfer to producing graduates equipped with future-proof skills, critical thinking, and creativity.
“Investing in people is the cornerstone of achieving sustainable development and building a knowledge-based economy,” Abdel Latif stated during the launch event, which was organized by the Education Development Fund. The initiative is positioned as a direct response to this need, preparing a new generation for a competitive and evolving job market.
Building a Digital and Entrepreneurial Pipeline
The ministry outlined a multi-pronged approach to achieving its goals. A key component is the expansion of the Cisco Academies network across all governorates, which provides training programs based on international standards to build a sustainable digital training system.
Beyond technical skills, the ministry is actively promoting an entrepreneurial mindset. In collaboration with the Education Development Fund, it is deploying the “Khutwa for Entrepreneurship” content to foster innovation and economic literacy among students. Abdel Latif noted that students from pilot programs have already successfully integrated into international freelance and entrepreneurship platforms, validating the approach of creating a “productive and competitive learner.”
Fostering a Collaborative Ecosystem
Minister Abdel Latif stressed that overhauling the education system is a “participatory responsibility,” requiring integrated efforts between government institutions, the private sector, and development partners.
To this end, the ministry has also launched complementary initiatives like “Be Ready” and “Digital Winter,” which are designed to use school holidays for intensive digital skills training and qualification. During the ceremony, Prime Minister Madbouly honored top-performing students, including 60 students with disabilities, as well as outstanding women and girls in the training programs, reinforcing the state’s commitment to digital inclusion and empowerment.
