Egypt’s Parliamentary Committee Sets Agenda for Small Business and Startup Support

Egypt’s House of Representatives Committee for Medium, Small and Micro Enterprises is preparing to review a broad economic and legislative agenda during its second ordinary session, expected to begin in October.

The committee’s priorities include simplifying licensing for small businesses, improving access to finance, integrating informal businesses into the formal economy, supporting entrepreneurship and startups, and connecting smaller companies with production chains and markets.

Licensing is expected to receive particular attention, including whether the procedures outlined under Egypt’s 2020 SME Development Law are being applied in practice. The law requires service units to request any missing documents within five working days of a licensing application, while allowing them to coordinate with relevant authorities on behalf of applicants.

The committee will also follow up on bank financing for SMEs, including the allocation of credit to the sector and the reach of support measures to productive businesses and startups that may struggle with collateral or borrowing costs. According to the announcement, discussions in June 2026 covered financing rates and coordination between the Ministry of Finance and the Micro, Small and Medium Enterprise Development Agency.

Other discussions are expected to cover incentives for formalising informal businesses, entrepreneurship education, implementation of the startup charter, and stronger links between small companies, larger manufacturers and local markets.
