The Khalifa Fund for Enterprise Development has announced a major revamp of its financing framework, introducing seven integrated programs designed to support Emirati entrepreneurs and the growth of startups and SMEs. The new initiatives provide tailored funding solutions that cover the entire business lifecycle, from establishment and growth to innovation and the adoption of advanced technology.

A Strategic Overhaul
The new financing system is the result of a comprehensive evaluation by the Khalifa Fund, which included benchmarking against global best practices, analyzing existing financial solutions, and directly engaging with entrepreneurs and SMEs through surveys and workshops. This process aimed to identify and address funding gaps in the market.
This move aligns with the strategic development goals of Abu Dhabi and the UAE, positioning the Khalifa Fund as a key enabler for the national economy. The updated framework focuses on several key areas: helping Emiratis launch their first businesses, driving innovation and digital transformation, supporting sustainable growth, and improving cash flow flexibility for existing companies.

Inside the New Financing Toolkit
The seven new programs are structured to meet specific business needs, from operational liquidity to tech integration and expansion capital.
Key programs include:
- First-Time Entrepreneur Loan: Targets Emiratis looking to enter the world of entrepreneurship for the first time, providing the necessary capital to establish their ventures on a stable financial footing.
- AI and Robotics Loan: Aims to stimulate the adoption of advanced technologies within SMEs, helping to improve operational efficiency and boost competitiveness in priority sectors.
- Revolving Loan: A flexible financing model that allows businesses to access and reuse funds according to their changing operational needs, enhancing capital management and cash flow.
The suite also includes a Micro-Loan, Working Capital Loan, Fixed Asset Loan, and an Expansion Loan. Each is designed with specific criteria, repayment periods, and funding limits tailored to the nature and growth stage of the business.
