Kuwait’s National Fund for Small and Medium Enterprise Development has proposed a GCC digital product passport to make it easier for goods to move between Gulf markets.
The proposal was presented during the sixth consultative meeting between GCC trade and industry ministers and entrepreneurs in Manama, Bahrain. The meeting brought together officials and entrepreneurs to discuss challenges and practical measures for strengthening the region’s entrepreneurship ecosystem.
According to the fund, the proposed passport would be a single digital file for each product, rather than a new paper document or license. Linked to existing systems, it would consolidate key information under one reference number, including the manufacturer, country of origin, customs classification, conformity details and required certifications.
When a product enters another GCC country, regulators could access its approved information directly instead of requiring manufacturers to resubmit the same documents. The proposal also calls for a faster process for compliant, lower-risk manufacturers.
The initiative was presented by Kuwaiti entrepreneur Omar Al Mutairi, who is funded by the National Fund. A GCC committee recommended coordinating with relevant technical and industrial bodies to review existing efforts and assess how the proposal could add value.
