Kuwait’s Capital Market Expands as Boursa Kuwait Secures Approval to List Bonds and Sukuk

Boursa Kuwait is set to begin listing corporate bonds and sukuk after receiving the official green light from the country’s Capital Markets Authority (CMA). The move opens a significant new channel for local and international companies to raise capital in Kuwait, providing an alternative to traditional bank financing.

A New Regulatory Framework

The approval follows the CMA’s recent introduction of a new regulatory and legislative framework governing debt instruments. CMA resolution 38 establishes clear rules for the entire lifecycle of domestic and foreign bonds and sukuk, covering everything from listing and daily trading to redemption and delisting procedures.

According to the exchange, trading sessions and price limits for these new instruments will be operated separately from the equities market, though specific details have not yet been released.

Unlocking Alternative Funding for Companies

This development is positioned to enhance Kuwait’s capital market by allowing entities to raise funds at competitive rates and access a wider pool of investors.

Companies looking to list debt instruments must meet several key conditions. These include securing a credit rating, issuing bonds or sukuk valued at a minimum of KD 100,000 (or its foreign currency equivalent), and ensuring the protection of bond or sukuk holders’ interests.

CEO Confirms Market Readiness

In a statement, Boursa Kuwait CEO Mohammad Saud Al-Osaimi confirmed that the exchange is now ready to receive listing applications and operate the new trading platform.

“The exchange’s trading systems are operating at full efficiency,” Al-Osaimi stated, reassuring participants of the market’s stability despite regional geopolitical challenges. He added that instruments will be officially listed once they satisfy all required regulatory conditions.
