Morocco has appointed Ahmed Rahhou to lead the newly renamed Ministry of Artificial Intelligence, Digital Transformation and Administrative Reform, as part of a government reshuffle sworn in by King Mohammed VI on Friday.
Rahhou succeeds Amal El Fallah Seghrouchni, who had overseen digital transition and administrative reform since October 2024. The ministry’s previous mandate already included artificial intelligence, making the change largely a renaming of the portfolio rather than the creation of a new government function.
The appointment also brings a different profile to the role. Seghrouchni is a computer science professor at Sorbonne University and previously led Morocco’s International Center for Artificial Intelligence at Mohammed VI Polytechnic University.
Rahhou, 68, is a telecommunications engineer whose career has spanned banking, business, regulation and diplomacy. He served as chief executive of Lesieur Cristal, chaired CIH Bank, became Morocco’s ambassador to the EU in 2019 and led the Competition Council from 2021.
At CIH Bank, Rahhou oversaw a digital transformation that included the launch of the MyCIH mobile app and a free banking offer for people under 30. His appointment will now put his administrative and digital transformation experience at the centre of Morocco’s AI policy implementation.
