Property Finder Egypt Partners with Government to Formalize Real Estate Brokerage Ahead of New Licensing Law

Proptech platform Property Finder Egypt has signed a cooperation protocol with the General Organization for Export and Import Control (GOEIC) to roll out training and qualification programs for real estate brokers. The partnership aims to help practitioners meet the requirements of a new regulatory framework set to formalize the industry.

Racing Against the Regulatory Clock

The agreement comes as Egypt’s real estate sector faces a significant regulatory shift under Law No. 21 of 2022. The law, which amends regulations for commercial and real estate brokerage, mandates that all brokers obtain a government-issued license to continue operating.

With a deadline of July 2026 for all brokers to regularize their status, the partnership between Property Finder and GOEIC is designed to streamline the transition and ensure market-wide compliance.

Training for a Transparent Market

Under the protocol, Property Finder Egypt will work with GOEIC to deliver accredited training programs. These courses are a core requirement for obtaining a brokerage license.

According to Dr. Amr Hussein, Legal Advisor at GOEIC, the curriculum covers the legal framework for the profession, a code of conduct, contract drafting fundamentals, and the broker’s role in combating money laundering and terrorism financing. The program also focuses on identifying and handling suspicious transactions.

A Strategic Push for Professionalism

Property Finder executives framed the move as a crucial step in advancing Egypt’s real estate market.

“This protocol is a strategic step in the development of Egypt’s real estate sector,” said Dr. Cherif Sleiman, Chief Revenue Officer at Property Finder Group. He noted that the initiative will enhance transparency and build confidence among investors and property seekers.

Nervein Magdy, Managing Director for Property Finder Egypt, added that the company is committed to helping its partners navigate the new process. She said the initiative creates a real estate environment that pairs “technological capability with regulatory compliance.”

Government Backing for Market Efficiency

The government sees the collaboration as a way to improve market standards and protect all parties involved.

Major General Eng. Essam El Naggar, Chairman of GOEIC, stated that the partnership reflects the organization’s mandate to activate its regulatory function through private sector collaboration. He added that qualifying brokers through accredited training will “raise market efficiency, protect stakeholder rights, and support national economic output.”
