QCB and Euroclear Create Settlement Link for Qatar Government Bonds and Sukuk

Qatar Central Bank (QCB) and Euroclear are setting up an international settlement link for Qatari government bonds and sukuk, allowing eligible riyal-denominated instruments to become Euroclearable.

The arrangement will give investors worldwide access to and settlement of Qatar’s conventional government bonds and sukuk through Euroclear Bank, the group’s international central securities depository.

Under the structure, Euroclear Bank will act as the issuer central securities depository, while Edaa, Qatar’s central securities depository, will serve local investors. QCB will act as issuer and paying agent.

According to the announcement, the link will help issuers reach a broader and more diversified capital base. QCB and Euroclear also expect it to improve liquidity, market efficiency and international capital flows into Qatar.

The initiative supports Qatar’s Third Financial Sector Strategy and Third National Development Strategy 2024-2030, which aim to build a more innovative and globally connected capital market.

QCB Deputy Governor Sheikh Ahmed bin Khalid bin Ahmed Al Thani said the development reflects Qatar’s efforts to build a deeper and more resilient government securities market. Euroclear CEO Valérie Urbain said the link would simplify market access and strengthen Qatar’s appeal to global investors.
