Program Overview

The “Maharat for Tourism” program, financed by Google.org, is designed to support job seekers and small to medium-sized business (SMB) owners in the travel and tourism sector across the MENA region, including Tunisia. The program focuses on enhancing job skills through digital and soft skills training, while also supporting policymakers in creating enabling regulatory environments. SPARK is commissioning a service provider to manage the local outreach, ensuring that youth and stakeholders effectively register for and engage with the Maharat Platform.

Scope of Work

The selected service provider will be responsible for the following activities between February and April 2026:

  • Offline Awareness: Conduct targeted sessions at universities to introduce students and youth to the platform and drive registrations.
  • Stakeholder Outreach: Engage with hotels, tour agencies, and relevant parties to promote the fully-funded program.
  • Onboarding Support: Deliver structured sessions to guide students through the platform, ensuring they complete at least 10% of learning tracks.
  • Webinars: Organize a general webinar to introduce the program and answer questions.
  • Reporting: Provide biweekly updates and a final report detailing activities, progress, and challenges.

Eligibility Criteria

To be considered for this contract, applicants must meet the following requirements:

  • Entity Type: Must be a locally present civil society organization, public institution, or (social) enterprise.
  • Market Presence: Must have a presence in the educational or tourism market; presence in targeted cities is an advantage.
  • Experience: Proven experience collaborating with tourism stakeholders (government, SMEs, universities) and organizing professional events.
  • Access: Must have access to youth, SMEs, and other touristic entities in the project’s location.

Budget and Timeline

  • Contract Value: The maximum amount for this activity is $15,000 USD inclusive of VAT.
  • Duration: The activity is expected to last 2 months, starting from February 9, 2026.
