stc Wins $800 Million Bid to Build Syria’s Silklink Digital Infrastructure

Saudi Telecom Company (stc) has officially been awarded a landmark contract valued at 3 billion Saudi riyals ($800 million) to implement the Silklink telecommunications infrastructure project in Syria. The Riyadh-based digital enabler secured the deal following a competitive regional tender, announcing the win in a disclosure to the Saudi stock exchange, Tadawul.

The ambitious Silklink project aims to fundamentally upgrade Syria’s digital backbone and enhance its regional and international connectivity. The core of the project involves the deployment of an extensive fiber-optic network stretching over 4,500 kilometers across the country.

In addition to the fiber network, the project includes the development of state-of-the-art data centers and crucial landing stations for international submarine cables. This comprehensive overhaul is expected to significantly boost data transfer capacities, improve network reliability, and provide a robust foundation for advanced digital services.

A Strategic Regional Play

This venture is a direct extension of stc’s broader strategy to invest in cross-border digital infrastructure. The Silklink initiative will serve as a vital digital corridor linking the Middle East with key markets across Asia and Europe, reinforcing Syria’s position within the global data flow.

For operators within Syria and the wider region, the new infrastructure will enable the delivery of advanced communication services and support the growth of digital transformation applications, cloud computing, and the Internet of Things (IoT). The project is set to elevate the quality of internet services and the overall efficiency of Syria’s digital ecosystem.

Partnership and Ownership Structure

The project will be executed through a strategic partnership with the Syrian Sovereign Fund. According to the announcement, stc will hold a majority equity stake of 75%, with the Syrian Sovereign Fund retaining the remaining 25% ownership in the venture.
