Lebanon’s HAQQ Legal AI Secures $3 Million To Digitize The Legal Sector

Lebanon-based regtech startup HAQQ Legal AI has raised a total of $3 million to date to accelerate the development and global rollout of its AI-powered practice management platform. The funding will be used to deepen its Legal AI and agent architecture and expand its enterprise and institutional deployments across MENA.

The Funding Round

The round was led by Sowlutions Ventures, with participation from a group of strategic and financial investors including HITEK Ventures, Corona Legal, IM FNDNG, Highworth, Razor Capital, SYMAX, and Hamady Trust. As a member of the NVIDIA Inception Alliance Program, HAQQ Legal AI is also supported in its work on large-scale AI infrastructure and applied legal intelligence.

Building An AI Operating System For Justice

Founded in 2020 by Antoine Kanaan and Maître Abbas Kabalan, HAQQ is building a vertically integrated Legal AI operating system designed to manage legal work end-to-end. The platform unifies legal drafting, research, practice management systems, peer-to-peer payments, and institutional infrastructure for courts and regulators.

At the core of the platform is Justinian®, the company’s proprietary Legal AI engine, designed to produce client-ready legal work. The system is built on structured legal ontologies and firm-specific digital twins, allowing it to deliver context-aware and jurisdiction-specific output, outperforming general-purpose AI models on accuracy and reliability.

A Systemic Solution For A Trillion-Dollar Industry

The global legal industry, valued at over $1 trillion, remains one of the least digitized sectors. Most legal work relies on fragmented tools and manual processes, leading to inefficiency and limited access to justice. HAQQ addresses this by creating the foundational infrastructure needed to run legal operations at scale, serving over 7,000 clients including enterprise legal teams, law firms, courts, and public institutions.
