Consulting Assignment Overview

The “Research on International Technology Firms Operating in Palestine” project is designed to generate an evidence-based understanding of the Palestinian IT landscape. The selected firm will profile existing international tech players, identify critical decision factors for entry, and benchmark Palestine against at least three comparable regional hubs. The final output will include actionable, time-bound recommendations and a clear value proposition to help the Ministry of Telecommunications and Digital Economy (MTDE) attract additional global technology investors. The assignment is expected to span three months, commencing around April 2026.

Eligibility Criteria

Interested consulting firms must demonstrate the following qualifications to be shortlisted:

  • Local Presence: Must have an office presence or formal representation in Palestine.
  • Research Expertise: Proven experience in designing and implementing surveys and complex research projects both locally and internationally.
  • Technical Capacity: A strong team structure with key staff members possessing relevant expertise in economic research or the IT sector.
  • Compliance: Adherence to the World Bank’s procurement regulations regarding conflict of interest.

Key Objectives

The selected firm will be responsible for:

  • Mapping and profiling international tech firms currently operating in the West Bank.
  • Analyzing entry pathways and operational experiences (legal, regulatory, and talent-based).
  • Benchmarking Palestine against regional peers on cost and ecosystem maturity.
  • Developing a succinct Value Proposition narrative with specific proof points.
  • Producing a roadmap of SMART recommendations for short, medium, and long-term implementation.
