The push to build sovereign digital capabilities in the Middle East is rapidly shifting from policy creation to talent execution. The newly launched AI track of the UAE National Experts Programme (NEP-AI) has secured more than 1,000 applications from Emirati professionals in just under two months, highlighting a massive domestic appetite to lead the country’s technological transition.
Quick Facts
- Over 1,000 Emirati professionals applied within two months.
- Eight-month programme features six core specialized tracks.
- Inaugural cohort officially launches in May 2026.
Shifting AI Strategy from Policy to Execution in the UAE
For a national technology framework to move beyond initial planning, it requires a specialized workforce capable of driving implementation across both government entities and private enterprises. The rapid response to the NEP-AI launch indicates that domestic professionals are eager to participate actively in delivering the UAE National Strategy for Artificial Intelligence 2031.
The application window opened on 29 January 2026 and closed on 24 March 2026. During this brief period, the programme attracted talent from a broad spectrum of disciplines, ranging from core technology and product development to applied sector use cases.
Candidate selection relies heavily on academic excellence, professional track records, and the demonstrated ability to translate theoretical expertise into practical impact. Final selections for the inaugural cohort are expected to be announced in May 2026.
Structuring the Next Generation of Emirati Technical Leaders
The rigorous eight-month initiative runs from May through December 2026. To ensure high engagement, the curriculum is delivered across seven modules, requiring one week of in-person participation per month. These sessions integrate interactive workshops, panel discussions, and site visits.
Designed to cover 25 national priority sectors, the programme is anchored around six core tracks:
- AI Infrastructure and Hardware
- AI Models and Application
- AI Productisation and Entrepreneurship
- Sovereign AI and National Capability
- Human-AI Leadership and Foresight
- Applied AI Domains
Mentorship, Capstone Projects, and Global Connectivity
A critical component of the NEP-AI framework is its dual-layered mentorship approach. Participants receive strategic, national-level guidance from senior mentors—comprising ministers, chief executives, and high-ranking sector leaders. Simultaneously, dedicated AI technical leaders act as advisors to provide applied technical direction.
This technical direction culminates in a mandatory capstone project. Each participant must develop a scientific solution directly connected to their own organization or sector. The goal is to tackle institutional challenges with tangible, sustainable impacts, ensuring the programme delivers practical value rather than just theoretical knowledge.
To contextualize these domestic projects globally, international study visits are embedded into the curriculum. These visits expose participants to top-tier AI institutions, applied deployment models, and governance approaches, effectively connecting local talent with global centers of excellence.
About the UAE National Experts Programme
Launched in 2019, the UAE National Experts Programme was established to develop specialized Emirati talent across the country’s critical economic and social sectors. The dedicated AI track (NEP-AI) was formally introduced during the graduation of Cohorts 2.0 and 3.0 in October 2025. It serves as a cornerstone initiative to build domestic capacity, support digital sovereignty, and ensure long-term leadership in emerging technologies.
