Oman Government Acquires Budget Airline SalamAir to Consolidate National Aviation Sector

The Omani government has officially acquired SalamAir, the Sultanate’s first low-cost airline, accelerating its initiative to build a highly optimized and sustainable national aviation sector. While financial terms of the transaction remain undisclosed, the move positions the state to better orchestrate air travel logistics and infrastructure across its primary carriers.

Route Optimization Over Operational Merger

Transport Minister Said Al Maawali explicitly ruled out an operational merger between the newly acquired budget airline and the state-owned legacy carrier, Oman Air. Both entities will maintain their distinct operational identities and continue to operate as independent brands.

Instead of a total consolidation, the acquisition is designed to minimize route overlap across the two destination networks. By bringing SalamAir under government ownership, aviation authorities aim to ensure optimal fleet utilization, secure cost-effective ground services, and expand overall air connectivity between Oman and the broader market.

Al Maawali noted that this strategic alignment will ultimately enhance operational efficiency, offer travelers more options, and improve the financial solvency of both airlines.

Powering the National Aviation Strategy 2040

The SalamAir acquisition feeds directly into Oman’s long-term economic diversification goals. The Sultanate is actively executing its National Aviation Strategy 2040, a 15-year roadmap designed to modernize local infrastructure and significantly increase global and regional connectivity.

A core pillar of this strategy involves drawing private capital into the aviation sector. The government is currently targeting over OMR 1 billion ($2.6 billion) in cumulative private-sector investment to scale logistics and infrastructure.

By 2040, Oman aims to process more than 40 million passengers annually and transport roughly 1 million tonnes of air cargo. Hitting these milestones will push the aviation sector’s direct contribution to the national GDP above 3.5 percent.
