The UAE is set to overhaul its labor market with a new AI-driven platform designed to automate and accelerate the work permit application process. The initiative, a collaboration between the Federal Authority for Identity Citizenship Customs and Ports Security (ICP) and the Ministry of Human Resources and Emiratisation (MOHRE), will go into effect in May 2026 and aims to significantly reduce approval times for attracting global talent.

Autonomous Decisions for a Knowledge Economy

The system is built on an advanced government framework for “Agentic AI,” introduced by Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Starting from the effective date, every new work permit application will be evaluated autonomously by this intelligent platform.

The AI will assess applications using a range of indicators, including professional skills, academic qualifications, work history, and salary benchmarks. It will then cross-reference this data against a real-time database of the UAE’s workforce needs and skills gaps. Applications that meet the criteria can reportedly be approved within hours, a major reduction from the current weeks-long process.

Any applications flagged for inconsistencies, such as a mismatch in credentials or concerns regarding employer compliance, will be automatically escalated for human review. Government officials noted this move makes the UAE the first country to deploy fully autonomous decision-making for labor market admissions on a national scale.

Boosting High-Skilled Sectors and Talent Attraction

This initiative is a core part of the UAE’s strategy to build a more productive, diversified, and knowledge-based economy. By streamlining the recruitment process, the government aims to strengthen its position as a top destination for highly skilled professionals.

Sectors expected to see the most significant benefit include information technology, healthcare, and advanced manufacturing—industries with high demand for international expertise. The integration of robotics at Amer and Tas-heel service centers for automated document scanning and biometrics will further support the UAE’s goal of achieving a nearly 100% paperless immigration and labor system by 2027.

While the platform promises greater efficiency, companies and mobility specialists are advised to prepare for the transition. To avoid automatic rejections or delays, businesses should begin strengthening their internal data quality. This includes ensuring job descriptions, salary structures, and academic verification processes are precisely aligned with the new AI-driven evaluation criteria.

In response to questions from privacy advocates regarding the UAE’s 2022 Personal Data Protection Law, MOHRE has stated that its AI algorithms undergo continuous auditing to ensure fairness, transparency, and accuracy.
